Why do patients need to be under a general anaesthetic for an endotracheal tube to be given?

As part of my extended project i'm writing about allergies, and how in a severe case of an anaphylactic shock, an endotracheal tube may need to be inserted to ensure the patient can breath. However I read somewhere that they have to be under general anaesthetic, and I just wondered why?
