Do i need to be put to sleep to have a ganglion removed from little toe and a piece of bone inserted from hip?

My wife has a ganglion on her little toe. At the consultants she was told that it could be removed and would have to have a bit of bone put in from her hip. She was under the impression it was to be a local anaesthetic. She received a letter confirming the date and it said that she was going to be put to sleep for the operation. Can this not be done under local or regional anaesthetic as she doesn't want to be put out?
