Question about anaesthetics?

If your wrist, for example is anaesthesized, does that mean that your fingers are completely numb as well? ALso are the fingers numb IMMEDIATELY after your wrist has been anaesthesized. ANd is it possible to anaesthesize a wrist so the fingers remain functional, even for a short while?
